What changes in November 2026

On 3 September 2026, Xbox announced that from November it is changing how cloud gaming is included with Game Pass (Xbox Wire). Until now, eligible members could stream without a monthly limit. From November, each plan includes a set number of hours each month:
| Game Pass plan | Cloud hours a month | US price a month |
|---|---|---|
| Ultimate | 15 hours | $22.99 |
| Premium | 10 hours | $14.99 |
| Essential | 5 hours | $9.99 |
| PC Game Pass | Not included | $13.99 |
Xbox expects the change to affect about 4% of Game Pass members, mainly people who stream a lot. When you use up your hours, you can buy more cloud playtime in the Xbox Store. Xbox says the hours, purchase options and features may vary by market, and it will share prices and more details in November, including how to check your remaining time.
What we know and what Xbox will announce in November
Already confirmed: the monthly hours for each plan (15, 10 and 5), the option to buy extra playtime, cloud playtime for people without Game Pass, and that PC Game Pass does not include cloud gaming.
Coming in November: Xbox says it will share the price of extra hours, how to buy them, which games are eligible, which markets get the new options, and how you can check your remaining time. We will update this guide when Xbox publishes those details.
Why Xbox is adding limits
Xbox says the cost of providing cloud gaming grows as more people use it and play for longer. Monthly limits let it keep offering the service while investing in reliability and performance. Xbox is open about the downside: for some players the practical result is a higher cost. It says it will listen to player feedback before and after the change and share any adjustments (Xbox Wire).
Cloud gaming without Game Pass
Also from November, you can buy cloud playtime hours in the Xbox Store without a Game Pass subscription, and stream eligible games that you own on supported devices. Xbox says this is for people who want occasional cloud gaming without a monthly subscription.
You can already play some free-to-play games, such as Fortnite, from the cloud with only a free Microsoft account in a supported region (Xbox). Xbox also notes that cloud gaming lets Xbox One owners play eligible games built for Xbox Series X|S without buying a new console.
Which devices work with Xbox Cloud Gaming?
Xbox lists these supported devices (xbox.com):
- Windows PC, in the Xbox app or a browser.
- Apple and Android phones and tablets, through xbox.com in a supported browser.
- Xbox Series X|S and Xbox One consoles.
- Smart TVs: select LG, Samsung and VIDAA OS TVs, plus Amazon Fire TV.
- VR: select Meta Quest headsets, on a large virtual 2D screen.
- Handheld gaming PCs and more.
On a PC you can also install games instead of streaming them: see how to play Game Pass on PC.
What you need to start Xbox Cloud Gaming

Xbox lists five things you need to play console games from the cloud:
- An active Game Pass Ultimate, Premium or Essential membership (or a free Microsoft account for select free-to-play games).
- A supported device from the list above.
- A compatible controller connected by Bluetooth or USB, such as an Xbox Wireless Controller or a Sony DualShock 4. Some games also work with touch controls.
- An internet connection of at least 10 Mbps download speed over Wi-Fi or mobile data. Some devices need 20 Mbps for the best quality, and Xbox recommends 5 GHz Wi-Fi.
- A supported browser if you play on xbox.com: Microsoft Edge, Google Chrome or Safari.
Streaming vs downloading: which is better?
| Cloud streaming | Downloading | |
|---|---|---|
| Storage | None needed | Needs disk space |
| Start time | Seconds | Wait for download |
| Devices | Phone, TV, PC, console | Xbox console or PC |
| Internet | 10–20 Mbps while playing | Only to download |
| Monthly limit | 5–15 hours (from Nov) | No limit |
Streaming is best for trying games, playing away from home or on devices that cannot install Xbox games. Downloading is best for long sessions on your own console or gaming PC, and from November it does not use your cloud hours.
Playing on a smart TV or Xbox One
On a supported smart TV or Amazon Fire TV you can stream Xbox games without a console: you only need the TV app, a controller connected by Bluetooth and a good internet connection. On an Xbox One, cloud gaming lets you play eligible games built for Xbox Series X|S without buying a new console, which Xbox says is useful in markets where consoles are hard to get or expensive.
Which games can you stream with Xbox Cloud Gaming?
Xbox says select free-to-play games and most titles in the Game Pass library are available from the cloud. You can also stream select games you own or buy, including most Xbox Play Anywhere games. Your progress, saves and add-ons go with you, so you can start on your console and continue on your phone.
How to make 15 hours a month last
- Download when you can. On an Xbox console or a gaming PC, install games instead of streaming them. Downloaded games do not use cloud hours.
- Use the cloud for trying games. Stream a game for a few minutes to see if you like it, then download it.
- Stream on the go. Save your hours for your phone, tablet or a TV without a console.
- Check your time. Xbox says it will show how to check your remaining hours from November.
- Close the game when you stop playing, so the session ends.
About 15 hours a month is roughly 30 minutes a day. For most players who mainly play downloaded games, that is plenty. If you stream every evening, plan to buy extra hours or download more of your games.
Is Game Pass Ultimate still worth it for cloud gaming?
For most people, yes. Ultimate has the most cloud hours of any plan (15 a month), plus 500+ games, new games on day one, EA Play, Ubisoft+ Classics and Fortnite Crew. Premium gives 10 hours and Essential 5 hours for less money. If you only want the cloud now and then, the new pay-per-hour option without Game Pass may be enough. Our guide to Game Pass Essential vs Premium vs Ultimate compares all plans, and Game Pass Ultimate perks lists everything Ultimate includes.
Xbox Cloud Gaming not smooth? Quick fixes
- Move closer to your router or use a 5 GHz Wi-Fi network instead of 2.4 GHz.
- Use a cable on a PC, console or TV if you can.
- Close other downloads and streams on your network while you play.
- Check your speed: you need at least 10 Mbps, and some devices need 20 Mbps.
- Try another supported browser on xbox.com: Edge, Chrome or Safari.
